Luis Antonio Diaz is an AI tool developer and Procurement process expert with a strong focus on digital accessibility for the disabled and neurodiverse community. As founder of Blü AI Technologies, he has led the development of NeuroAI, an award-winning AI-powered web accessibility tool that ensures compliance with Canadian Accessibility Laws like AODA and enhances digital inclusivity. Luis is also the creator of OfferioAI, a secure AI platform designed to help governments, school boards, and institutions modernize operations while retaining full control over their data and decisions

Luis has an extensive background in the public sector and in AI-driven automation in the private sector. His expertise includes having served as an advisor to Quebec ministers and holding multiple advisory and procurement roles at the United Nations and the International Civil Aviation Organization (ICAO).
